AICPA Recommends IFRS Option


The AICPA issued a comment letter to the Securities and Exchange Commission recommending that U.S. public companies be given the option to adopt International Financial Reporting Standards.  The letter was in response to the SEC’s May 26 staff paper on incorporating IFRS into the U.S. financial reporting system.
Whether or not the SEC incorporates IFRS into the financial reporting system for U.S. issuers through an endorsement/convergence approach as outlined in the staff paper, the AICPA believes that an option to adopt IFRS as issued by the International Accounting Standards Board would provide a level of consistency in the treatment of U.S. companies and foreign private issuers.  It would also facilitate comparison of U.S. companies with their foreign competitors that use IFRS. 
The AICPA has long supported the goal of a single set of high quality, comprehensive financial reporting standards; the Institute believes that one common financial reporting language would benefit investors, as well as issuers and capital markets.
The SEC is expected to make a decision later this year as to the adoption and method of adoption of IFRS.

៨. បែង​ចែក​ពេលវេលា​ខ្លីៗ​សិក្សាៈ វិធី​នេះ​មាន​ប្រយោជន៍​ជាង​សិក្សា​រយៈ​ពេល​ច្រើន​ម៉ោង​ដោយ​មិន​សម្រាក ពី​ព្រោះ​ (១) រាង​កាយ​និង​អារម្មណ៍​បាន​សម្រាក (២) មាន​អារម្មណ៍​ក្លៀវក្លា​ក្នុង​ការសិក្សា (៣) អស់​បញ្ហា​រឿង​មុខ​វិជ្ជា​ដែល​មិន​ចូល​ចិត្ត​រៀន ព្រោះ​រៀន​តិច​ៗ​ខ្លីៗ (៤) សន្ទុះ​សិក្សាកើន​ឡើង ខួរ​ក្បាល​បើក​ទូលាយ​ចំពោះរឿង​​អតីតកាល​និង​អនាគត​កាល។ ការរៀន​ដោយ​ប្រើ​ពេល​ខ្លី​ៗ​រួម​មាន​ដូច​ជាៈ រៀន​ពេល​ចេញ​លេង​ម្តងៗ រៀន​ពេល​ដើរ​មក​ថ្នាក់រៀន ឬ​រៀន​ពេល​ដើរ​ទៅ​ចំណត​ម៉ូតូ​/ឡាន ដែល​ប្រើ​រយៈ​ពេល​ត្រឹម​ ៥​ នាទី ឬ​ ១០​នាទី។

I am pleased to introduce a new edition of CDRI’s Economic Lexicon, an English-Khmer and Khmer-English guide to technical terms in economics and related fields such as accounting, banking, finance, and development. CDRI’s recent experience in publishing, and contributing to  a range of publications, conferences, seminars and workshops, has shown that there is a real need for such a resource to assist stakeholders in  Cambodia’s development to use more standard and easilyunderstood terms in Khmer and English when writing about development issues.
Our new 2006-10 Strategic Plan includes a commitment to produce research
products that are more flexible and appropriate for Cambodia. This new edition of the Economic Lexicon is an expression of that commitment. We hope that it will help promote the expansion of development material originally written in Khmer, and the quality of translation from English material into Khmer.

IASB to develop IFRS guidance for ‘micro-sized entities’

Very small companies are expected to receive IFRS financial reporting guidance tailored to their needs.
The staff of the International Accounting Standards Board (IASB) will develop guidance to help so-called “micro-sized entities” apply IFRS for Small and Medium-sized Entities (IFRS for SMEs) in their financial reporting.
The IASB staff will extract from the IFRS for SMEs only those requirements that clearly are necessary for most micro-sized entities. The principles for recognizing and measuring assets, liabilities, income, and expenses will not be altered, but the guidance will include only the main principles relating to those requirements.
Although there is no current official IASB definition of “micro-sized entity,” the term is usually used when referring to entities with fewer than 10 employees.
Paul Pacter, a member of the IASB who chairs the SME Implementation Group that advises the IASB, said in a statement that about 80 jurisdictions have adopted or plan to adopt the 230-pageIFRS for SMEs.
“In some of those jurisdictions the IFRS for SMEs is also used by very small companies with just a few employees,” Pacter said. “The staff was asked and has agreed to develop guidance suitable for micros as a ‘sub-set’ of the IFRS for SMEs, not as a separate standard.”
The micro guidance will contain cross-references to the IFRS for SMEs for issues that aren’t contained in the guidance booklet. A company that applies the guidance will be able to include notes to financial statements and auditor’s reports that refer to conformity with the IFRS for SMEsbecause there is no modification of principles.
The SME Implementation Group will work with the IASB staff in developing the guidance, and will approve a final draft to be sent to the IASB for review.
